The University of Oregon's Office of Institutional Equity and Diversity (OIED) was established in 2002. Since 2005, the Office has been under the leadership of Vice President Charles Martinez, who also serves as the university's chief diversity officer. In accordance with the University's Mission and our charge, Our Vision is to ensure equitable access to the opportunities, benefits, and resources of the institution for all. OIED brings together an administrative management staff that includes Assistant Vice Provosts Carla Gary, Emilio Hernandez, and Tom Ball to facilitate collaboration on diversity initiatives throughout campus. OIED has led the development and implementation of the University of Oregon Diversity Plan, and oversees the activities of the Office of Multicultural Academic Success (OMAS), the Many Nations Longhouse, and the Center on Diversity and Community (CoDaC). OIED also represents the University and its diversity programs to external audiences.

Dr. Charles Martinez, Jr.Vice PresidentCharles Martinez has led the Office of Institutional Equity and Diversity since 2005, serving the first year of his appointment in an interim position. Dr. Martinez has also served as a faculty member in the College of Education since 1998, most recently in the role of Associate Professor/Senior Research Associate in Educational Leadership.
Dr. Tom Ball, Modoc/KlamathAssistant Vice PresidentWaq’lis’i, my name is Tom Ball, and I’m an Assistant Vice President in the Office of Institutional Equity and Diversity at the University of Oregon. I’m an enrolled member of the Klamath Tribes, one of nine federally recognized Tribes in Oregon. I’m married to Dr. Alison Ball, a member of the Colville Confederated Tribes, and have 6 children and 9 grandchildren. I am actively involved in both my home tribal community and my wife’s as well. We travel frequently to participate in ceremonies, pow wow’s, feasts, and gatherings of any kind in tribal communities throughout the Northwest.
Carla D. Gary, J.D.Assistant Vice PresidentCarla is a native Oregonian who grew up in Portland and is the second of four girls. She is a UO graduate and received a B.S. in Psychology. She earned her Doctor of Law degree from the University of Iowa. Carla joined OIED in 2004, where she is currently an Assistant Vice President.
- Dr. Emilio Hernandez, Jr.Assistant Vice President
Dr. Emilio Hernandez, Jr. is an Assistant Vice President in the Office of Institutional Equity and Diversity. He joined OIED at the beginning of 2006. Prior to this appointment, he was director of the University of Oregon High School Equivalency Program, (HEP) for 13 years, assisting migrant/seasonal farm workers who have not completed their high school work to obtain their GED, and providing guidance for participants into higher education or the workforce.
